(Reuters) - President Joe Biden signaled on Friday that he is hopeful a deal over the U.S.-Mexico border could be worked out next week at least in the Senate, controlled by his Democratic Party, adding that "significant policy changes" were needed. Republicans in Congress have blocked emergency funding for Ukraine in an effort to push new security policies along the U.S.-Mexico border. "I think next week we're going to be able to work out something, at least in the Senate, and I'm hopeful that it's going to be a bipartisan package," he told an audience of mayors gathered at the White House. Commodity Futures Trading Commission FollowWASHINGTON, Sept 7 (Reuters) - A U.S. District Court judge has ordered a South African to pay over $1.7 billion in restitution to victims for operating a fraudulent commodity pool worth roughly that amount in bitcoin, the Commodity Futures Trading Commission announced Thursday. The order against Mirror Trading International Proprietary Limited (MTI) resolves an enforcement case the CFTC had filed against the company and its CEO, Cornelius Johannes Steynberg. In a June enforcement order, the CFTC claimed that MTI solicited bitcoin online from thousands of people to purportedly operate a commodity pool. In reality, only a small portion of the pooled bitcoin was ever invested, at a loss, and the rest was "misappropriated," according to the CFTC. The company ultimately filed for bankruptcy in 2021, shortly after which South African authorities launched a fraud investigation.

Giuliani, a former federal prosecutor and New York City mayor, was charged last month along with former U.S. President Trump and 17 co-defendants with trying to overturn Trump's 2020 election defeat to Democrat Joe Biden. Giuliani and other Trump allies are also accused of making false statements to Georgia lawmakers about the election. Trump waived a formal arraignment and pleaded not guilty on Thursday. In a separate case, a U.S. judge in Washington ruled on Wednesday that Giuliani is liable for defaming two Georgia election workers who were the target of vote-rigging conspiracy accusations following the 2020 presidential election. Giuliani will now face a civil trial in federal court in Washington to determine how much he will have to pay.

Citigroup, without admitting or denying the findings, agreed to the order and agreed to pay a $2.9 million penalty, according to an SEC statement. The SEC said that "from at least 2009 through May 2019, CGMI used an unsubstantiated and unverified method to calculate and record indirect expenses associated with its work as an underwriter."
